I have a pair of pants and was wondering if there was a way, maybe using PS or something, that I could shorten the hem of the pants from ankle length to shin length. I know I may be dreaming on this one but I just thought I'd ask.

Yes, using Photoshop you can do this by making a trans map to alter the leg length. White is the part you want, black is transparent.
