Refraction Weight (Weight means strength). Also if it is a Plane, single thick mesh then you should be using Water Thin. Refraction Weight of 1.00 will make the water clear, dropping the weight with make it less transparent. Also there is no need to apply Uber Shader before applying a different Iray mat preset.

Which water preset are you using? If it's only a plane, not a solid volume, you need to use the thin settings.
If you used the Thin water shader try dropping the Refraction Strength.

Water is not the same as Water - thin. The former requires a solid, not a simple plane.

Have you tried putting a plane underneath the water as I suspect you might be getting the HDRI showing from below. Just a thought.
Or you could use a cube http://www.daz3d.com/forums/discussion/57355/P300/#839453 with these settings http://www.daz3d.com/forums/discussion/53695/P660/#835496
and here are some tuts on using the Geometry Editor Tool to do want I did http://www.daz3d.com/forums/discussion/18401/ and http://www.daz3d.com/forums/discussion/42088/

Can't you duplicate the plane and move it back toward the horizon? What it the background a plane with an image on or a Background.
I am hitting the sack now so I won't be back until tomorrow.

LOL Yeah just shows how tired I was...background is a HDRI and should be all counts show up in reflections.
Thanks it was a sticky one but I got a few hours of sleep in.
