That depends on the model.
The first option would be to select the car, and then check in Parameter tab if there's anything under "actor" like "steering wheel".
The second option would be to select the wheels themselves, and see if the provide any movement. If it's not named, there is sometimes the option of "bend" or "twist" that gives the desired result.
If it is just a static model, with no functionality, I guess you have to create a morph on your own?
