Duh...switch off of Active Viewport. I missed seeing that was what you were on, to begin with. Active Viewport is locked to the size of the viewport...
You shouldn't need to bring up the property edit box to change them.
You have two settings...the aspect ratio 16:9 and the 'standard' pixel size. So yeah, doubling the pixel size and keeping the aspect ratio is one way of going about it.
Of course you can set a totally custom size, regardless of the aspect ratio...just switch to Custom (or edit the values of a 'preset' that are outside the 'range' for that preset).
With a camera in the scene you can have it use the global settings (the ones in the Render settings) or local (camera itself).
With the camera, you'll have 3 options for setting the size...but all you need to set is one of them.
I like sticking with a 'fixed' aspect ratio and changing the pixel dimensions.
And one other option I forgot to mention, once you get your custom/favorite settings, save a preset for it. I do a lot of rendering icon/card images for using in the Parameters/Shaping tabs, so I just saved presets for those. I also saved 91 x 91 pixel preset for doing the Content icons. And a 'Forum' one...because you don't really need a full HD image for the forum...just big enough to see all the info, show off the set up.

It may have been 'guessing' as to what ratio you were trying to set, based on what you were typing in. With Constrain Proportions On...it will hold the aspect ratio. Off will 'guess' what it should be based on what the pixel settings are.
