Compatible Software - Daz Studio, Daz Studio 4.7

Is there a difference between these two? If I buy something that needs Daz Studio can I use it on Daz 4.7?

It depends on the product. Utilities tend to be version-specific, for example. If you could identify the product or products, a definitive answer would be possible.

I would think so 4.7 is just the latest version, I guess it depends on how specific the author is in describing their item. I haven't found many products yet that *wont* work - they just might take some adjustments with textures or settings.
The DAZ store is pretty good about making notes somewhere in the description if it will only work up to a certain version - that would be more of a concern for things like plugins, scripts, or other utilities. Clothing, props, and characters use universal file extensions.

Once you get off DAZ and start looking on sites like Renderosity or RDNA the author might have simply meant it will work with DAZ as opposed to Poser which are the top two programs - again that's not to say a product won't work it was just optimized for one or the other. Renderosity actually let's you view the ReadMe before purchase which is incredibly helpful, every product page has a link for it.
Worst case scenario you if you purchase from the DAZ store and find it doesn't work contact customer service, they are stellar and can help you or issue a refund.
Renderosity not so much, their motto is more "figure it out yourself; all sales final" but you can always ask in the forums about a specific product before purchasing.
All of these will work with 4.7 - I can't say enough good things about the DAZ store so if you have any problems at all using them the forums are incredibly helpful and so is their customer service.
