I'm not sure if this will work for whatever you're doing, but Snagit offers text boxes with a variety of parameters (line thickness, line color, fill color drop shadow, etc). If you save as a SNAG file format, you can edit any aspect of the box at anytime in the future. Although Snagit is mainly a screen capture program, you can also import images and annotate them.
