Transparent Color for background.

As I know, the default background color is transparent.
But sometimes it turns to be not transparent.
How come?

    Only the PNG and TIF file formats have a DEFAULT transparent ALPHA channel as the background. JPG and BMP will render the Background color into the saved file.
