How do you get the propellers to look like they rotate on plane

I recently bought Wreckage 4:The Fortress. And for the life of me and
can't get the props to look like they rotate when the plane is in flight. Any tips or ideas would be greatly appreciated.

Well, if you don't mind doing post work, Photoshop has radial blurs that can help with this.
Essentially, you'd use an elliptical lasso around the prop radius, and then apply the radial blur. Then you can use the history brush to paint the blur only where you need it (say you have a wing between the prop and your viewpoint, you'd just paint the area behind the wing).
This isn't spinning nearly fast enough, but here's an example where I used Radial blur to add a bit of radial distoration to the wheels:
Note how I've blurred the rear wheel slightly to help give the impression that the wheel is spinning, without blurring the rear hub and brake caliper in the process. That's radial blur and he history brush at work!
For a propeller, I'd simply apply a lot more radial blur then use this technique, to create that 'blurry region' behind the prop. You may need to do that in multiple passes (i.e. create a duplicate layer underneath your main layer, using that as a blur source. Then applay say a 20% history brush with a lot of radial blur, and then apply a lesser blur to the layer underneath again, and use a stronger history brush to create the 'darker blurred areas' where the prop blades currently are.
Of course, you may get away with just a single blur pass, as the background will get 'spun' along with the prop radius. It all depends on how much detail you want to show through the blur effect.
I haven't attempted this with a propeller yet (at least not as far as trying rto recreate a prop blur, I usually do wheels/tires), but if you have Photoshop this should get you started down the right path.
Others may have better suggestions, but this seems to work well enough for me.
Thank you for that information....but actually if you are working with PS 2017cc, you have a better option.
Go to Filters and click on "Blur Gallery", which is below "Blur" and you will find something called "Spin Blur" and it works better than the motion blur
as you described.
But since a blurred prop comes with the product of Wreckage 4: The Fortress (see attached)....I would like to know how to utilize that feature. After all I paid for it.

Not a problem. I'm still using Photoshop 7, so I don't doubt that there are newer features available. Which is why I said 'there may be others with better suggestions.
Spin blur isn't a thing in PS7, it's Radial Blur in that version (which comes in two flavors, rotation and outward), although I'm sure Adobe has improved upon and renamed that function since 2003-ish. I'm sure the Blenderites have their own version of this as well, although it sounds like you have the current version of Photoshop.
Richard seems to understand the model you are working with better, and it's good that it includes multiple versions of the spinning prop discs. For models that don't have these, or for those looking to add some spining motion effects to wheels and such, knowing how to do these things in post is helpful.
