What are you doing, dragging with the Universal tool? Or dragging a slider, or a gizmo?

Sounds like limits of bone rotations in parameters are disabled.

If your figure in the scene had somehow the bone rotation limits set to OFF, then you should set them ON again. Therfore select the figure root node in the scene pane, right klick and choose "Select Children" so all bones of the figure are selected. After that go to main menu Edit > Figure > Limits > Limits On (Rotation). Now the bones can be rotated with any tool like the universal and will bend much slower within the given rotation limits angle.

Edit: Now I remeber there is also a so called Nudge value in the Parameters for every Propery that defines the steps width - how fast the slider can get moved with the mouse or jumps left right if you click the minus and plus signs at the beginning and end. But this dosnt affect the movement speed of any of the gizmo tools like the universal tool.
