Request guidance on rigging cloth.

As the title says, I am requesting assistance on rigging a cloth skirt for a product I am working on. The overall thing is a full body cat-suit with integrated skirt. The skirt itself is angled so that its high in front, and low in the back, and is basically loosely styled after a steam-punk-ish skirt. Since this is my first attempt at making a body suit, would anyone have any suggestions for me? I'm planning on breaking it up into four overall pieces, with the upper torso being one, the arms being another, the pants and then the skirt. Various additions would go over the catsuit itself, increasing its armored capabilities. I believe I can figure out the main cat suit itself, but the skirt is going to be an issue for me, mainly due to lack of experience. Below is what I have currently modeled.

Skirt rigging is a pain, you might want to look at https://www.daz3d.com/sy-ultra-templates-for-genesis-3-female-s (which, if you check the PDF manual from the readme page, can be used to create products for sale)
